Aktobe is an investment attractive region with enormous economic potential. In the industrial production today it is among the top three regions. The core industries are mining and manufacturing. The industrial character is determined by the development of oil and gas industry, metallurgy, mechanical engineering. Outlook is good too for the development of the construction industry, chemical industry, agri-business, transportation and logistics services.
The oblast is a leader in the state program AIID 2010-2014. On the industrialization map of Aktobe, 68 innovative projects are entered, the total sum of KZT 631.5 billion, creating 9.9 thousand permanent jobs. Of uppermost importance in the region is also social modernization: compared with 2010, over the last two years, the funding for education and health has trebled, for housing construction it went 5.3 times up, on water programs - 4.1, gas - 2, 5 times up.
Strategy of success
This year growth rates keep on in all the areas. In particular, over the first eight months the industrial businesses? output made KZT 847 billion. A lot of investment funds were attracted to the economy- 251.3 billion in all this time, which is 14.8% more on-year. The volume of retail trade and freight transport increased by 118 and 130% respectively, construction industry is making good pace, with 223,3 thousand square meters of housing commissioned turnkey.
Over the past two and a half years under the state AIID program, 56 industrial facilities were commissioned the total sum of KZT 186.8 billion that opened 4.7 thousand jobs. Since the launch of these enterprises the produced goods totaled KZT 346.2 billion, i.e. 12% of total industrial output volume over the mentioned time span.
This year, the region is implementing 20 investment projects. Among the major projects is construction of JSC ?Kazchrome? production line ? 4 at the Aktobe Ferroalloy Plant that will be commissioned in December of next year.
Construction is ongoing of the second and third lines of the third Zhanazhol gas refinery with an investment of about a billion dollars, expected to significantly increase the production volume of oil and gas, part of which will run on Beineu - Bozoy - Shymkent pipeline.
The oblast has a good outlook for development of glass cluster and agro-engineering too. Construction was started in the region of a new industrial zone to place innovative projects in.
In general, creation of new modern productions, the investments and new technologies resulted in high growth rates in all the sectors of industry.
Due importance is attached to accelerated agri-business development. Five meat processing facilities were commissioned this year, a pasta factory, a dairy plant, and 50 mini-greenhouses. In four districts a pilot project is under implementation on sheep-breeding. Livestock industry is under development, and by 2016, the region plans to increase meat export up to 16 thousand tons per year.
Small businesses - the driving force
?Business Roadmap-2020? shows good performance. Due to business activity, as well as 2-tier banks, nearly 300 businesses were supported in subsidized interest rates, loan guarantees, and connection to engineering infrastructure.
In total over 2010-2012, KZT 3.6 billion was budgeted for the program, including 1.7 billion in this year that has been duly expended. This-year tax revenues will be about KZT 2 billion. Budget receipts from small and medium business went 23.4% up to make KZT 56 billion.
Social modernization- a topmost priority
Of particular focus in the oblast is involvement of low-income and self-employed population in the labor process, as part of the ?Employment-2020? program, for which in this year KZT 2.2 billion was budgeted. In the eight months more than 4.5 thousand Aktobe dwellers have been involved in the program, 2.2 thousand people were placed in social work, 660 were re-trained, 1 550- involved in youth practice.
A third of the budget goes to education. 26 education facilities are under construction, 12 of which will be ready later this year, as well as the Nazarbayev Intellectual School of Physics and Mathematics of 720 student seats. By 2014 world-class college is to be built in Aktobe, and by 2015, a 100 per cent preschool children?s involvement in education is envisioned in the region.
For healthcare development 27 billion is provided. The construction continues of the General Hospital of 300 beds, polyclinic for 500 visits per shift in Aktobe, polyclinic for 250 visits in Temir district and other facilities. Through all these measures the health and demographic indicators have improved in the region. Birth rate is 6.4% up, and tuberculosis incidence is 14.7% down. Average life expectancy is 70.16 years in the oblast.
Sport - the pledge of health
Sports development took KZT 3.5 billion of the budget in the current year in Aktobe; more than 180 thousand residents are doing sports and exercise, and to encourage grassroots sports, accessible athletic facilities are being built. A 50-meter swimming pool is under construction, and a stadium is under reconstruction.
Agglomerations as growth centers
As known, Aktobe is among the five major oblasts entered on the program of regional development, and is slated for formation in it of a 2nd -level urban agglomeration. Conceptual approaches have been defined for it. New micro-districts ?Nur Aktobe? and ?Batis-2? for nearly 500 thousand people dwellers are abuilding.
